مقامات محلی در ولايت بدخشان می گويند سرمای زمستان و برفباری های سنگين، تلفاتی را در اين ولايت بار آورده است.

منشی مجيد، والی بدخشان گفت برفباری های پی هم ظرف روزهای گذشته در اين ولايت، به مرگ دست کم سه نفر منجر شده است.

در همين حال برخی آژانس های خبررسانی شمار تلفات ناشی از سرما در ولايت بدخشان را تا هفت نفر گزارش داده اند.

ولايت بدخشان، از دور افتاده ترين ولايات در افغانستان است که در حاشيه شمال شرقی اين کشور واقع شده و برفباری های سنگين در زمستانها، سبب می شود راه های اصلی مواصلاتی اين ولايت با ساير مناطق مسدود شود.

بارش سنگين برف ظرف سه روز گذشته در بيشتر مناطق شمالی افغانستان، مشکلات فراوانی را بار آورده و آنگونه که مردم محل می گويند، چنين برفباری دست کم در ده سال گذشته سابقه نداشته است.

در شهر مزار شريف، مرکز ولايت بلخ، ارتفاع برف به بيش از نيم متر رسيده است و در بخشهايی از ولايات فارياب و جوزجان بيش از يک متر برف، اندازه گيری شده است.

اين برفباری سبب شده است راه اصلی شهر مزار شريف تا ولايت فارياب که از دشت ليلی می گذرد نيز بسته شود.

بر اساس تازه ترين گزارشها، حدود ده موتر (خودرو) مسافربری که از سه روز پيش در مناطقی در دشت ليلی ناپديد شده بود، يافت شده است.

سرنشينان اين خودروها می گويند آنها در اين سه روز در ميان برفهای سنگين گير مانده بودند و با استفاده از وسايل برف روب، نجات يافته اند.

مقامات اداره های ترافيکی در ولايات شمال و شمال شرق افغانستان به مسافران توصيه کرده اند که از سفرهای غير ضروری خودداری کنند و يا هم تجهيزات لازم ايمنی را در سفر با خود داشته باشند.

در منطقه سالنگ شمالی نيز يک پاسگاه امنيتی برای توصيه و کمک به مسافران در حالات اضطراری ايجاد شده است.

Extremely dangerous Tropical Cyclone Funso has gained Category 4 status as it whirls southward off southern Africa.

The intense, slow-moving storm has left behind an unknown number of deaths and property damage since it formed off central Mozambique in the Mozambique Channel.

Tuesday, Funso was over open water of the southern Mozambique Channel, drifting southward, and was not an immediate threat to major land areas.

The hardest-hit area of the African nation may have been the province of Zambezia, whose coast was hammered by the storm's high winds, torrential rain and pounding waves between Friday and Monday. Disaster relief workers said that 12 people died in this province on Sunday, according to the Associated Press.

Since early last week, when Tropical Depression Dando landed with flooding rain and damaging winds near the country's capital of Maputo, Mozambique has suffered with at least 22 people killed and thousands abandoning their homes, multiple reports have said.

Tuesday morning, Eastern Time, the eye of Funso was between southern Madagascar and Mozambique and about 460 miles northeast of Maputo, according to the Tropical Cyclone Center on the island of La Reunion.

Highest sustained winds estimated by the Joint Typhoon Warning Center were above the 131-mph threshold for a Category 4 hurricane.

Official forecasts aim Funso southward, steering it well clear of both southeastern Africa and southwestern Madagascar during the next two to three days.

Forecast tools accessed by AccuWeather.com tend to concur. However, an approach to the southern coast of Mozambique cannot be ruled out.

A new severe weather outbreak will cross the South this week, including the potential for a few tornadoes from Texas to Alabama.

A storm moving slowly out of the Southwest will first bring severe weather to central and South Texas today into tonight, including damaging wind gusts, large hail and perhaps a couple of tornadoes.

Meteorologist Bill Deger explains that while storms bring the risk of flash flooding in isolated areas of the Lone Star State, they will also bring much-needed rain to many areas.

The storms are not likely to lose intensity overnight in Texas.

The risk of severe thunderstorms, blinding downpours and tornadoes will continue to shift slowly eastward through Thursday.

During Wednesday, the greatest potential for damaging storms will stretch from the central Gulf Coast to much of western Louisiana. The risk area is forecast to stretch from Corpus Christi to Shreveport. Houston is in the middle of the severe weather risk Wednesday.

During Wednesday night, the severe weather risk will begin to move out of Texas and will center more on Louisiana, southern Arkansas and western Mississippi.

During Thursday and Thursday night, the area of concern for damaging thunderstorms and a few tornadoes will stretch from southern Tennessee and the southern Appalachians to southeastern Louisiana and the Florida Panhandle with Alabama smack in the middle.

The risk of flash flooding is included in all of these areas as the thunderstorms move eastward. The risk of flash flooding will also expand into part of the Ohio Valley during Thursday.

It is possible that the damaging thunderstorm threat will continue Friday over part of the Atlantic Seaboard from central Florida to southeastern Virginia.

As is sometime the case, some of the severe thunderstorms will hit after dark, raising the danger level for a quick tornado touchdown.

People are urged to monitor the storm system's progress the next few days. The actual threat time should be 12 hours or less for most locations and will be trimmed as the storms develop and the system approaches.

The weather seems quiet enough along the Gulf Coast at this time with only a zone of showers and modest thunderstorms. However, things will begin to change in Texas this afternoon, and that severe weather area is forecast to push eastward over the balance of the week.

Drenching, Severe Storms Begin in Texas


Some much-needed rain is headed for Texas and the Arklatex region, but it may come at the cost of some damaging thunderstorms.

There have already been a few incidents of golf ball-sized hail Tuesday in the Austin area.

The atmospheric energy that will be responsible for the drenching storms comes from the same storm system that brought appreciable rain to Southern California on Monday.

As the energy runs into warm, moist Gulf of Mexico air, showers and storms will continue to erupt tonight from central and southern Texas to southern Louisiana.

The greatest risk of tornadoes and damaging winds will extend from the Big Bend area to the central Texas coast tonight into Wednessday morning. Large hail is possible in northeastern Texas during this time.

As the energy runs into warm, moist Gulf of Mexico air, showers and storms will continue to erupt tonight from central and southern Texas to southern Louisiana.

Toward the evening hours the storms over central and southern Texas will turn severe.

Residents from near the Big Bend through the Hill Country and to the middle Gulf coast stand the greatest chance of being hit by gusty thunderstorms from west to east as the night progresses.

While the primary threat from the storms will be flooding downpours and lightning strikes, a few could generate damaging wind and large hail.

Midland, San Angelo, Del Rio, San Antonio and Austin are among the cities at risk for the powerful storms into tonight.

Late tonight into Wednesday morning the storms from the Big Bend will move toward the central Texas coast. Cities likely to be in the swath of the storms during this time include Corpus Christi, Victoria and Kingsville.

As is usually the case with severe weather episodes, some storms could show a tendency to rotate and spawn a tornado. While the threat will be isolated, it only takes one twister moving over a densely-populated area to cause destruction.

Heavy rain will expand north and east overnight along with the risk of urban and flash flooding.

Central and northeastern Texas, central and northern Louisiana, as well as much of central and eastern Oklahoma, including both the Dallas-Fort Worth Metroplex and the Oklahoma City area will be in for a rainy, stormy night. In addition to the downpours in this area, there will be some thunderstorms lifting northward with the potential for large hail.

The slow-moving and training showers and storms will deliver rainfall totals of up to and locally over 2 inches, mainly along a corridor extending from near San Antonio to Tulsa.

It's not out of the question that a few spots could experience 4 inches of rain due to showers and storms repeating over the same area. Such heavy rain will easily cause minor flooding in urbanized locations, and in areas of poor-drainage.

Given already low water levels, river flooding is not anticipated. However, some dry stream beds can spring to life in a hurry. Avoid low water crossings as a precaution during the event through the middle of the week.

The heavy rain is good news for those still reeling from a prolonged, severe drought. According to the U.S. Drought Monitor, more than 62 percent of Texas is still classified as being in a 'severe' or 'exceptional' drought.

The risk of severe weather, including a few tornadoes will continue to progress eastward Wednesday and Thursday along the central Gulf Coast.

The Sun Flares with Activity

Following one of the longest and weakest periods of activity in many cycles, the Sun is brimming with activity again. In late January 2012, our nearest star offered a preview of what may be to come in the solar maximum of 2012–13. The storm has the potential to disrupt some communications and satellite systems and to bring auroras to high-latitude skies.

The images above show a solar flare as observed by the Atmospheric Imaging Assembly (AIA) on NASA’s Solar Dynamics Observatory (SDO) at 03:27, 03:42, and 04:12 Universal Time (Greenwich Time) on January 23. Note the brightening of the solar surface as gas was superheated and magnetically supercharged. By the third (right) image, a stream of solar material is seen flowing off into space above the hot spot, likely solar protons and a coronal mass ejection. Click on the enlarged images and movies for a wider view.

The high-latitude solar flare was measured as M8.7 in intensity, just below the most intense “X class” of flares. The eruption sent a stream of fast-moving, highly energetic protons toward Earth, provoking the most intense solar energetic particle storm—an S3 on NOAA Space Weather Prediction Center’s scale—since 2005.

The flare was accompanied by a coronal mass ejection (CME), a cloud of solar plasma that was ejected from the solar atmosphere in the direction of Earth. The CME was observed by the STEREO and SOHO spacecraft with an initial speed of more than 2,000 kilometers (1,400 miles) per second. It was estimated to reach Earth sometime on January 24 and Mars on January 25. NOAA forecasters were predicting a G2 geomagnetic storm, though a G3 was possible.

Solar flares and CMEs are not a danger to humans on Earth's surface, as the planet's magnetic field (magnetosphere) and atmosphere deflect and absorb the solar energy and particles. The sun storms can pose some risks to astronauts, and they can upset the electronics and transmissions on science, military, and communications satellites. Closer to Earth's surface, solar activity can cause disruptions of radio signals (particularly HF), provide a small dose of radiation to passengers on high-latitude flights, and provoke auroras (northern and southern lights).

The storm is impressive by recent standards, but nowhere near the maximum intensities often generated at the height of the solar cycle. “I would expect that we will see more storms like this one or even bigger as we get closer to solar maximum,” said Michael Hesse, chief of heliophysics at NASA’s Goddard Space Flight Center.

Blizzard Rages on in Southeastern Europe

A blizzard that has dumped more than 2 feet of snow continues to unleash its fury on southeastern Europe.

The worst of the blizzard was bearing down on Bulgaria and southeastern Romania Thursday afternoon (local time, Thursday morning EST).

Sustained winds in excess of 35 mph (30 knots) with stronger gusts were whipping many communities as snow continued to piled up.

Through 2 p.m. Thursday local time, snow since Tuesday had amounted to 25 inches in the Romanian city of Craiova.

Other snow totals in Romania include 10 inches at Sibiu and a fresh 8 inches at Bucharest.

In neighboring Bulgaria, 17 inches buried Vratza with 14 inches measured in Pleven. The nation's capital of Sofia reported a fresh foot of snow.

The snow forced officials to close more than 100 national roads in Romania, according to the Romania Insider. Train service and flights have been canceled, including in the capital city of Bucharest.

Reuters reports that Romania has called in the army to rescue hundreds of motorists stranded in the snow.

Roads are also closed throughout Bulgaria, the Sofia News Agency reports, with vehicles stuck in the snow.

Officials are not allowing motorists to cross the Danube Bridge, which connects Bulgaria and Romania.

In addition, the heavy snow has put roughly 53,000 customers in the dark throughout western and southwestern Bulgaria.

The blizzard will wind down by midday Friday with bitter cold to follow for the the weekend.

Rain to Soak Search of Rio de Janeiro Collapsed Buildings

Rain and the threat of thunderstorms and downpours are headed to Rio de Janeiro, Brazil, today as rescue crews search three multistory buildings that collapsed Wednesday evening.

An unknown number of people were in the buildings at the time of the collapse, according to the Associated Press.

There are no known fatalities, but at least five people sustained minor injuries.

Rescue crews are hopeful that the buildings--a 20-story, 10-story and a smaller building with either three or four floors--were in fact largely deserted at the time of the incident, which Rio de Janeiro's Mayor Eduardo Paes stated to reporters should have been the case.

As search efforts continue today, rescue crews will also have to contend with rain.

The rain will accompany a cold front into Rio de Janeiro this afternoon. More rain will pour down through at least Saturday as the front sits stubbornly overhead.

Thunderstorms with dangerously lightning pose an added danger to rescue crews this afternoon. Flooding downpours are another threat throughout this rainy stretch of weather.

Coldest Air in More Than a Year to Grip Eastern Europe

While frigid air is currently gripping eastern Europe, the coldest air in more than a year is on the way.

The fresh, brutal cold will invade eastern Europe from Siberia in a east to west fashion starting Tuesday.

"By later in the week, temperatures will plunge below zero (F, 18 below zero C) as far west as eastern Germany," stated AccuWeather.com Agricultural and Expert Senior Meteorologist Dale Mohler.

Temperatures will likely remain subzero F for at least one or two days next week in Moscow, Russia, and Kiev, Ukraine.

Not since the first day of December 2010 have temperatures been held below zero in Moscow. Such a feat has not happened in Kiev since January 2006.

High temperatures next week could fail to climb out of the single digits in Warsaw, Poland, with overnight lows plummeting under 5 below zero (F, 20 below zero C). Temperatures in Warsaw have not been that cold since January 2010.

The coldest temperatures since January 2010 are also headed to Bucharest, Romania, site of the recent fierce blizzard.

The impending brutal cold will not only endanger those who do not significantly bundle up before heading outdoors, but also could have agricultural implications.

"[The cold] could cause problems for the winter wheat crop in Poland, especially in the west where there is no snowcover" stated Mohler.

Snow acts as a blanket, according to Mohler, insulating the winter wheat from extreme cold.

January 2012 Breaks Heat, Cold, Snow and Tornado Records

The month of January has broken records for snowfall, high temperatures and low temperatures.

There have been 70 tornadoes so far in 2012, making this the third-most active January for tornadoes on record, according to AccuWeather.com Meteorologist Adrienne Velleux.

There were nine confirmed tornadoes on Jan. 17, 2012 alone in the states of Kentucky and Indiana.

Sunnyside, Nev., reported a record temperature of 14°F for the high on Jan. 17, 2012. The prior record was 18°F set on Jan. 5, 1971.

Temperatures reported at the Fairbanks International Airport in Alaska for the month of January so far are the coldest on record since 1972. Fairbanks has averaged a temperature of 24.5 degrees below zero for the dates of Jan. 1 through Jan. 26, 2012. The previous record of 22.9 degrees below zero was set between Jan. 1 through Jan. 26, 1972.

Snowfall records for January have been broken in 23 states.

Lewis County, Wash., recorded 11.5 inches of snowfall so far this January, breaking the past record of 2 inches set in January of 2011.

Some long-standing snowfall records were broken in the states of Texas and Wyoming. Midland County, Texas, has received 10.6 inches of snow as of Jan. 26. The previous record of 5.9 inches of snow was set in 1955.

Natrona County, Wash., snowfall of 4.6 inches this January broke a 63 year record of 3 inches that had been standing since 1949.

Other areas of the U.S. have reported record-high temperatures for the month so far this January.

A 112-year record was broken in Beadle County, S.D. The record was set in January of 1900 with a high temperature of 64°F. The new record for January so far in 2012 is 65°F.

Umatilla County, Ore., set a new record of 72°F replacing the record of 71°F set in 1935.

Twin Falls, Idaho, broke a record from 1938 of 62°F, with average temperatures for the month of January so far at 63°F.

Alexandria, La., set a new high temperature record of 93°F, breaking a record of 83°F set earlier this month.

Phillips County, Mont., also broke a record high temperature by 10°F. The record of 60°F from 1992 was broken this month with a record of 70°F.

With a few more days left in January, there could be even more records broken by the month's end

Tropical Cyclone Iggy Threatens Australia

The threat remains for Tropical Cyclone Iggy to bring Western Australia's northwestern tip hurricane strength winds and unleash flooding rainfall over the next couple of days.

The storm is expected to meander within a couple hundred miles of the coast through at least Tuesday. The possibility remains for a landfall, however it appears more likely that the storm center remains offshore.

Saturday evening (local time, Saturday morning EST), Iggy was churning more than 200 miles off the coast of Australia's northwestern tip with its strength equal to that of a strong tropical storm in the Atlantic or Eastern Pacific basins.

This satellite from the Joint Typhoon Warning Center captured Tropical Cyclone Iggy at midday Friday, local time.

Iggy will gain hurricane strength later this weekend as it presses closer to the coastline.

Around Monday, Iggy is expected come within 150 miles of Learmonth before slowly taking a turn more toward the south. Iggy is then expected to continue southward, parallel to the Australian coastline on Tuesday.

Bands of drenching rain associated with Iggy will stream into Australia's northwestern coast through the weekend. Many communities near the coast, northward to the city of Broome, could receive several inches.

Through early next week, seas along the northwestern coast will also turn increasingly rough and dangerous for swimmers.

The slow pace of Iggy could lead to flooding rainfall along and just inland from the coast, nearest Iggy's track.

Iggy has already prompted companies to halt production at oil fields off the coast of northwestern Australia, according to The Australian Newspaper.

UK Cold Snap this Week

Some of the coldest weather of the winter thus far is in store for the UK this week.

Through at least Saturday, temperatures could dip to 5 degrees below zero C, or 23 F, in London, as colder parts of the British Archipelago bottom near 10 degrees below zero C, or 14 F. Inland, daytimes could see readings no higher than the freezing mark of zero degrees C, or 32 F.

Monday and Tuesday, cold air flowing off the North Sea even brought snow showers to greater London and other parts of eastern England. Small accumulations of snow also whitened hills on the Cornwall Peninsula.

Strong high pressure over Russia and Scandinavia has been the key instigator in the chilly weather, as it was feeding cold easterly winds from central and eastern Europe, where a full-blown cold wave has been under way since last week.

This high will persist for at least a few more days, keeping the UK both cold and mainly dry through Friday.

A storm at the weekend cold give widespread rain as well as some significant snowfall

Severe European Cold Death Toll Rises to 79

The extreme cold gripping eastern Europe continues to claim more lives with the death toll now at 79.

The cold in Ukraine alone has killed 43 people, most of whom were homeless and found dead on the streets.

Other lives have been lost in Poland, Romania, Serbia, Bulgaria and Russia, according to the Associated Press.

More than 720 other Ukrainians were hospitalized due to hypothermia and frostbite, while helicopters have been deployed to rescue dozens of people from villages cut off by snow in Serbia and Bosnia.

Widespread subzero cold once again spilled from eastern Russia into Belarus, Ukraine and eastern parts of Romania and Bulgaria Wednesday morning.

Ivano-Frankovsk in western Ukraine recorded one of the coldest temperature readings Wednesday morning with a low of 21 below zero (F, 29 below zero C).

Temperatures in the Ukrainian capital of Kiev plummeted to 9 below zero (23 below zero C).

Not since early January 2009 have temperatures been so brutally cold in a city where a low of 9 above zero (F, 13 below zero C) is typical on the first day of February.

As predicted by AccuWeather.com last week, Bucharest, Romania, endured its coldest temperature since January 2010 Wednesday morning with a low of 2 below zero (F, 19 below zero C).

The worst of the brutal cold from the depths of Siberia will continue to threaten lives across eastern Europe through at least Saturday, setting the stage for two significant snow events in the southeast.

Frigid air, though not as extreme as places to the east, is also taking up residence across western Europe.

It is not out of the question that the cold leads to a bit of accumulating snow in London this weekend

Extreme European Cold to Soon Ease; 112 Now Dead

A bit of relief from the extreme cold gripping eastern Europe is on the horizon, but cannot come soon enough for residents. The cold has claimed at least 112 lives.

Widespread subzero cold from the depths of Siberia will continue to have a firm hold on Ukraine, Poland and surrounding countries tonight.

Overnight lows will rival the dangerously cold temperatures endured Thursday morning.

The good news is that the cold Friday night will not be as extreme across Ukraine as clouds and snow spill northeastward. The disadvantage is that the snow will create its own problems for residents.

A frigid dome of high pressure from Siberia is responsible for the deadly cold gripping eastern Europe. Ocean warmth being deflected around this high is causing temperatures to soar 30 to 50 degrees above normal north of mainland Europe within the Arctic Circle

This weekend, a bit of relief from the brutal cold will come to Poland and Belarus.

The return of mild temperatures, however, will not follow. Unseasonably chilly air will continue to flow throughout Europe next week, but will fail to produce a repeat of this week's extreme temperatures.

At least 112 lives have been lost due to the brutal cold in Ukraine, Poland, Romania, Serbia, Bulgaria and Russia, according to the Associated Press.

Since the majority of the dead in Poland and Ukraine were homeless people, officials in the latter nation have set up more than 2,000 tents to prevent other people living on the streets from suffering the same fate.

Nearly 950 other Ukrainians were hospitalized due to hypothermia and frostbite.

Temperatures bottomed out at their lowest point so far this week in Ukraine, Belarus, Poland and surrounding countries Thursday morning.

Warsaw, Poland, endured a low of 4 below zero (F, 20 below zero C), the coldest temperature reading in the city since January 2010.

Temperatures plummeted to 18 below zero (F, 28 below zero C) in the Ukrainian capital of Kiev. Never before in this century have temperatures been that brutally cold.

Prior to the current cold snap, there have been only four other days this century -- all in January 2006 --when temperatures in Kiev dropped under 10 below zero (F, 23 below zero C).

In neighboring Boryspil, temperatures bottomed out at 27 below zero (F, 33 below zero) overnight Wednesday

Thousands Evacuated as Flood Waters Rise in Australia

Three straight days of rain have caused waterways to overflow their banks in parts of northern New South Wales.

Emergency crews have evacuated at least 2000 people and more than 10,000 others have been isolated by the rising waters.

In the town of Moree, the rising flood waters have divided the town in half and left the town center submerged. The Mehi river peaked at more than 32 feet (10 meters). The river had not reached that height since 1976.

The people who chose not to evacuate have been busy filling sandbags to place as barriers to defend against the rising waters.

Supplies are being flown in to the residents isolated by flood waters.

The weather conditions have improved and will continue to improve over the next few days.

"The area is now dry and will stay dry through Monday," said AccuWeather Senior Meteorologist Alan Reppert. "There is a possibility of some rain near the coast on Tuesday."

Rare Snows in North Africa

Snow made a rare appearance in Algiers, the capital city of Algeria.

Cold air associated with a storm system diving into northern Africa provided for some decent accumulations of snow in the north African country.

According to Accuweather Meteorologist Eric Wanenchak, most reports say the last time Algiers saw this kind of accumulation was at least seven years ago in 2005.

He said Algiers must fight a combination of limiting factors in order to see snowfall. First, the city is near the Mediterranean Sea, which is still quite warm, currently in the low 50s.

Second, they are at sea level, and lower elevations generally are warmer and mean more atmosphere that snow has to fall through.

Lastly, they are rather far south. By comparison, they are at a similar latitude as Virginia Beach.

While snow in Algiers is rare, snow to the south in the Atlas Mountains is not as rare. This event should bring more accumulating snow to these mountains to close out the weekend.

However, for Algiers, not too much more in the way of snow can be expected as temperatures have warmed well above freezing.

Newest Snowstorm Blanketing Europe

The latest in a series of major winter storms will dump heavy snow in areas from the Balkan Peninsula and Italy to North Africa early in the week.

Some of these same areas have already received deep, even immobilizing, accumulations of snow following last week's series of storms, which disrupted transportation infrastructure over a wide area.

Snow has contributed to the weather-related death toll, since late January, of at least 300 people, most of them dying of cold exposure.

About 70,000 people in Serbia were still cut off in snow-bound villages, according to many recent reports. Some mountain areas in Algeria also remained isolated.

Further disruptions to transportation by road, rail and air will take place.

Through Tuesday, heaviest new falls of snow will hit eastern and southern Italy to the mountains and inland valleys of Bulgaria, Serbia, Bosnia-Hercegovina, Macedonia, Kosovo and Montenegro.

By Wednesday, a fresh foot of snow will cover some of these regions.

Hills above the coast in eastern Algeria and nearby Tunisia will also get new falls of snow.

Although the Mediterranean storm will weaken markedly Wednesday and Thursday, a new storm could form over the northwestern Mediterranean Sea late in the week, leading to even more falls of disruptive snow

Brutal Cold Continuing across Europe

A cold spell that has now claimed nearly 500 lives will continue through the weekend for much of Europe before diminishing in the west next week.

The cold is spanning all the way from Moscow, Russia, to Spain. That is a distance of approximately 2,500 miles, or about the same distance from Los Angeles to New York City.

The cold will continue across much of the continent through the weekend, before the weather pattern turns more seasonable across western Europe, according to AccuWeather.com Meteorologist Eric Leister.

Western Russia, Belarus, Ukraine, Poland, the Czech Republic and Slovakia will remain cold next week; however, temperatures will not be quite as extreme as they have been over the past couple of weeks.

The cold has overloaded emergency services in Ukraine, where makeshift emergency shelters have been set up to help warm the 14,000 homeless residents of Kiev, the country's capital, according to CNN.

CNN also reports that parts of the Danube River have frozen over for the first time in 25 years. This has affected shipping routes across one of the most important rivers in the continent. The Danube is also a major source of drinking water, irrigation and tourism for the region.

Harsh cold will linger across eastern and southeastern Europe well into next week.

The cold will be "relentless" across the Balkan Peninsula and eastern Europe, according to Accuweather.com Expert Senior Meteorologist Bernie Rayno with another strong reinforcing cold shot moving into the region towards the end of next week.

At the same time, the jet stream will start to bulge to the north of northwestern Europe as the stormy weather slowly shifts east next week. Some moderation will occur as milder Atlantic air moves into Portugal, Spain, France, the U.K. and Amsterdam. Temperatures will return closer to normal in these areas.

Giovanna Winds Up, Sets Aim on Madagascar

For Madagascar, there can be no escaping the imminent threat of a large Tropical Cyclone.

Tropical Cyclone Giovanna is currently north of the islands of Port Louis and Reunion, and is barreling southwest toward the eastern Madagascar coast.

Despite warm ocean waters and a lack of significant wind shear, Giovanna has undergone some minor weakening over the past 12 hours. However satellite pictures reveal that this may be related to an eye-wall replacement cycle, meaning the system may emerge today stronger than ever.

Favorable conditions will continue all the way to the Madagascar coast, in fact recent data would seem to suggest that conditions are improving for strengthening.

When Giovanna gets to the island between late Monday and early Tuesday, the system should bring substantial impact. Sustained winds over 115 mph with gusts over 130 mph are forecast for landfall. Rough surf, flooding rains and storm surge will all be serious concerns to those on the island as well.

Locations away from the coast are not exempt, as torrential rains will only lead to mudslides in the mountainous rainforests inland.

Madagascar may not be enough to completely weaken the system by the time it reaches the west coast of Madagascar, and will enter the Mozambique Channel. Computer models currently point to the system successfully crossing Madagascar and entering the Mozambique Channel. There it may re-intensify before impacting the Mozambique coast
