Means is used when you are talking about the third person singular in present tense.
For example:
He means well.
نيتش خوبه. قصد و غرض خيري داره...

Meant is the past and pp pf the verb "mean."

He meant well.

نيتش خوب بود.

He meant to say something else.

ميخواست چيز ديگه اي بگه.

None of them is actually aired on the official television, so most people prefer satellite tv. Plus piracy is kinda legal here, so movies, tv shows, computer games, music albums, etc, are widely accessible and popular among Iranian youth. l​
