Firstly as other friends mentioned you need to have Wake on LAN enabled at the bios level, so basically your NIC will accept wake on LAN commands. Then you need to have the utility, for utility you do not need to have anything fancy with GUI or anything, all you need is peices of code that they put together to do this for you(YOu can even put together VB codes or WMI queries to do so) and it comes in form of exe files normally. then you just go to command prompt (Also can trigger it as a batch file), and wake pc's up.
Wake On LAN broadcasts a "Wake On LAN" packet to the NIC s and only those that have Wake on LAN enabled at BIOS level will be able to accept and respond.
Google this "wake on lan command line exe" and you should be able to get an answer.
